In 2012, the Dhaka Transport Coordination Authority in establishing by the Bangladesh government for moderating and mediating negotiations between transport labor unions and transport owners under the Ministry of Road Transport and Bridges.

A plan of the Dhaka Transport Coordination Authority is the Strategic Transport Plan (STP) which is a comprehensive transport plan of the Dhaka Division and its adjoining area.

Metro Rail Dhaka is a plan of STP. Strategic Transport Plan’s updated plan is the construction of 5 lines of Metro rail across Dhaka city.

Dhaka Mass Transit Company Limited (DMTCL) took the Dhaka Metro rail project from the Bangladesh government DMTCL was established in 2013 to complete the Dhaka Metro Rail Project under the Road Transport and Highways Division of the Ministry of Road Transport and Bridges.
